Leadership Program | Seated & Virtual | Paid

The Missouri Education Policy Leadership Program is a statewide professional learning opportunity that is designed for central office leaders, especially superintendents, and has the focus of Public School Advocacy. The Missouri EPLP will be comprised of separate, independent, regional program cohorts lead by Advocacy Build. It is a partnership between Greater Ozarks Cooperating School District, EdPlus, Cooperating School Districts of Greater Kansas City, and Advocacy Build.

The application is a two step process:

1. Submit the Application.

2. Have your employers submit the Commitment and Endorsement Form by directing them to this webpage. This form must be submitted for the application to be considered. Your employer may be contacted. Superintendents who are applying can complete both forms themselves.

What is expected of EPLP Fellows once selected for the program?

Over a 9 month period, fellows will:

• Participate in six, full-day seminars

• Participate in remote Zoom meetings, 1-2 hours in length, as needed

• Participate in one overnight State Legislative Summit in Jefferson City MO

• Participate in one National Legislative Summit in Washington, DC

• Completion of an individual or group project

• Share your experience and knowledge with other Fellows through presentations, meeting discussions, and projects

It is expected that if chosen for the program, the Fellow will participate fully in all activities. Failure to attend mandatory meetings, the state and national policy summits, and/or other program activities may result in dismissal from the program.

There is a $3000-3750 program fee which is based on the number of GOCSD participants: $75,000/# of GOCSD participants = registration fee. We need a minimum of 20 participants to be able to participate in the program and to keep the registration fee manageable.

Additional expenses

• Local travel to and from monthly meetings

• Travel to Jefferson City

• Flight and hotel in Washington, DC

The program fee and travel-related costs are paid by the employing agency and/or the Fellow.

• March 2023: In-Person Meeting and Optional Zoom Meeting

• April 2023: Washington Policy Summit

• May 2023: Project Presentations, Certificate Ceremony, & Celebration

Monthly in-person meetings will be hosted by GOCSD that focus on the program competencies (leadership, policy, networking, advocacy), feature guest speakers, panel discussions, and facilitated debriefs. Meetings begin at 10:00 am and conclude no later than 4:00 pm.

Remote Zoom meetings supplement the in-person meetings as needed and feature national issue area experts. Zoom meetings last no longer than two hours and are typically scheduled late in the afternoon.

Leadership, executive leadership training, and professional development

• Fellows develop familiarity with different types of leadership, become aware of their potential as leaders, and learn from interactions with proven leaders.

State and federal level policy and politics

• Fellows learn about specific policy issues, policy making and implementation processes, the interface of local, state, and national policies, and the practices effective leaders use to function in the policy environment.

Networking and relationship building

• Fellows learn to establish action-oriented and mutually beneficial relationships with colleagues, expand their range of strategies for developing and using power and influence, and build and sustain a larger and more diverse range of professional resources and contacts.

Advocacy strategies, tactics, and communications techniques

• Fellows learn to develop advocacy plans based on objective analysis, data, and the political environment.

• Fellows’ EPLP experiences culminate with a capstone advocacy trip to Washington, DC.
